I need this money for my mother.

I need about 20,000 dollars I want to be able to give my mother a good clean place to live in with running water and electricity. MY mother is living in a condemed house in east st louis illinois. She refuses to come live with me because of my father. My mom is now 49 years old and she has been in this situation since before I was born. I really will like for help.
